›How do I unban someone?

/pardon <name>, or /pardon-ip <address> for an IP ban.

›Does /ban work in single player?

No. It is a multiplayer-only command.

›Can I ban someone who is not online?

Yes. /ban works on any name, whether or not that player is connected or has ever joined. If they are online at the time they are disconnected as well.
