›How do I stop it raining permanently?

Run /weather clear, then turn off the weather cycle game rule so nothing new is rolled — advance_weather on 1.21.9 and later, doWeatherCycle before that.

›Does weather exist in the Nether and the End?

No. Only the Overworld has weather, so /weather changes nothing visible in the other dimensions even though the command still succeeds.
