›Do I need to reload after enabling?
Enabling reloads automatically. Use /reload after editing files inside a pack that is already on.
›What is the difference between available and enabled?
/datapack list shows both groups. Available means the pack was found and is valid but is not loaded; enabled means it is active and its functions, loot tables and recipes are in effect.
