/ride
op 2Entities/ride attaches one entity to another as a passenger, without re-summoning either. Before 1.19.4 the only way to stack entities was to build the whole tower inside a single /summon.

Common questions about /ride
›Can a player ride any mob with this?
Yes. /ride ignores whether the mob is normally rideable, though steering still depends on the mob — you will be a passenger, not a driver.
›Can I stack more than two entities?
Yes. Mount each one onto the entity below it with a separate /ride, working from the bottom up. There is no depth limit, which is how entity towers are built without re-summoning them.
